第九届曼谷—上海经济会议推动泰国与长三角数字经济及投资合作

2026年8月20日,泰王国驻上海总领事馆与上海市外国投资促进中心、上海市对外投资促进中心(投资上海)共同举办第九届曼谷—上海经济会议 (BSEC 2026)。本届会议以 “连接泰国与长三角:推进数字经济合作与投资机遇”为主题。

泰国驻上海总领事陈佩恩女士在欢迎致辞中强调,加强泰国与长三角地区在数字经济、创新及投资领域合作具有重要意义,并重申总领事馆将与长三角各地合作伙伴紧密协作。上海市商务委员会副主任陈昊先生、浙江省人民政府外事办公室副主任王红威先生也分别发表欢迎致辞,体现上海、浙江两地对深化与泰国经济合作的大力支持。

在第一环节中,泰国数字经济与社会部副常务次长 Dr. Chomparee Chompurat发表主旨演讲,介绍泰国数字发展方向与国际合作相关情况。她着重强调了数字经济与新兴技术在提升竞争力、扶持未来产业以及推动经济可持续增长方面发挥的重要作用。

第二环节聚焦于支撑泰国与长三角地区合作及投资的政策框架与数字生态体系。发言嘉宾包括泰国数字经济促进局(depa)代理高级执行副总裁Ms. Kasama Kongsmak;中国(上海)自由贸易试验区临港新片区管理委员会国际数据合作首席战略官潘汉先生;泰国东部经济走廊办公室(EECO)数字产业与技术创新处助理主任Dr. Samita Temphoemphoon;以及浙江省商务厅上海商务代表处首席代表赵挺先生。本场会议着重指出,泰国和长三角地区在数字基础设施、创新生态、产业发展以及投资便利化方面具备优势互补的特点。

第三场研讨环节探讨了泰国与上海之间的双向投资机遇。泰国投资促进委员会(BOI)上海办事处主任钟宝芬女士介绍了泰国的投资机遇以及面向国际投资者可提供的扶持政策;上海市外国投资促进中心主任薛锋先生则介绍了上海的投资环境以及泰国企业可把握的机遇。该研讨环节着重指出,两地企业可依托泰国和上海这两大平台,进一步拓展更广阔的区域市场,发展潜力可观。

会议第四环节为专题讨论,聚焦泰国与长三角地区私营企业的观点视角,为本场会议画上句号。本次专题研讨汇集了泰国和长三角地区数字经济重点领域的多家企业:蚂蚁国际旗下从事跨境数字支付业务的万里汇(WorldFirst)、开展数字营销业务的Yell Worldwide、深耕数字基础设施与云计算领域的新华三技术有限公司、提供金融服务的开泰银行(中国),以及专注于人工智能与人形机器人应用领域的智元创新。研讨围绕跨境贸易与支付、数字基础设施、金融服务、市场拓展以及人工智能技术驱动等方向,梳理了新兴发展趋势与务实合作机遇。

BSEC自2018年起每年举办,是增进泰国、上海及更广范围长三角地区经济联系的重要平台。本届大会以数字经济与投资合作为主题,汇聚来自泰国、上海、浙江的政府机构、投资促进部门以及私营企业代表,各方围绕相关政策、投资机遇与务实商业合作开展交流研讨。

The 9th Bangkok–Shanghai Economic Conference Advances Thailand–YRD Digital Economy and Investment Cooperation
 
On 20 August 2026, the Royal Thai Consulate-General in Shanghai, in cooperation with the Shanghai Foreign Investment Development Board and the Shanghai Overseas Investment Development Board (Invest Shanghai), organized the 9th Bangkok–Shanghai Economic Conference (BSEC 2026) under the theme “Connecting Thailand and the Yangtze River Delta: Advancing Digital Economy Cooperation and Investment Opportunities.”
 
In her welcome remarks, Ms. Tachaphorn Suntrajarn, Consul-General of Thailand in Shanghai, highlighted the importance of strengthening Thailand–YRD cooperation in the digital economy, innovation and investment, and reaffirmed the Consulate-General’s commitment to working closely with partners across the YRD. Mr. Chen Hao, Deputy Director-General of the Shanghai Municipal Commission of Commerce, and Mr. Wang Hongwei, Deputy Director-General of the Department of Foreign Affairs of Zhejiang Provincial People’s Government, also delivered welcome remarks, reflecting strong support from Shanghai and Zhejiang for closer economic cooperation with Thailand.
 
In Session 1, Dr. Chomparee Chompurat, Deputy Permanent Secretary of the Ministry of Digital Economy and Society of Thailand, delivered the keynote address on Thailand’s digital development direction and international cooperation. She highlighted the important role of the digital economy and emerging technologies in enhancing competitiveness, supporting future industries and promoting sustainable economic growth.
 
Session 2 focused on policy frameworks and digital ecosystems supporting Thailand–YRD cooperation and investment. Speakers included Ms. Kasama Kongsmak, Acting Senior Executive Vice President of the Digital Economy Promotion Agency of Thailand (depa); Mr. Pan Han, Chief Strategic Officer of International Data Cooperation, Lin-gang New Area Administration Committee of China (Shanghai) Pilot Free Trade Zone; Dr. Samita Temphoemphoon, Assistant Director of the Digital Industry and Technology Innovation Division, Thailand Eastern Economic Corridor Office (EECO); and Mr. Zhao Ting, Chief Representative of Zhejiang Provincial Department of Commerce in Shanghai. The session highlighted the complementary strengths of Thailand and the YRD in digital infrastructure, innovation ecosystems, industrial development and investment facilitation.
 
Session 3 explored two-way investment opportunities between Thailand and Shanghai. Ms. Donlaporn Ajavavarakula, Director of Thailand Board of Investment (BOI) Shanghai Office, presented Thailand’s investment opportunities and support available to international investors, while Mr. Xue Feng, President of Invest Shanghai, introduced Shanghai’s investment environment and opportunities for Thai businesses. The session highlighted the potential for businesses from both sides to use Thailand and Shanghai as platforms for wider regional expansion.
 
The Conference concluded with Session 4, a panel discussion on private-sector perspectives from Thailand and the YRD. The panel brought together companies from key sectors driving the digital economy in both Thailand and the YRD: WorldFirst under Ant International in cross-border digital payments; Yell Worldwide in digital marketing; New H3C Technologies in digital infrastructure and cloud computing; Kasikornbank (China) in financial services; and Agibot in the application of AI and humanoid robotics. The discussions highlighted emerging trends and practical opportunities for cooperation in cross-border trade and payments, digital infrastructure, financial services, market expansion and AI-driven technologies.
 
Held annually since 2018, BSEC serves as an important platform for strengthening economic ties between Thailand, Shanghai and the wider Yangtze River Delta (YRD). This year’s Conference focused on digital economy and investment cooperation, bringing together government agencies, investment promotion bodies and private-sector representatives from Thailand, Shanghai and Zhejiang to exchange views on policies, investment opportunities and practical business cooperation.
