in Celebration of the 50th Anniversary of Thailand - China Diplomatic Relations

วันที่ 31 กรกฎาคม 2568 สถานกงสุลใหญ่ ณ นครเซี่ยงไฮ้ ร่วมกับ Shanghai Foreign Investment Development Board and Shanghai Overseas Investment Development Board (Invest Shanghai) จัดการประชุม Bangkok - Shanghai Economic Conference (BSEC) ครั้งที่ 8 ที่โรงแรม Radisson Collection Yangtze Shanghai เพื่อร่วมฉลอง 50 ปีการสถาปนาความสัมพันธ์ทางการทูตไทย - จีน ในปี 2568   

On 31 July 2025, the Royal Thai Consulate-General in Shanghai, in cooperation with Shanghai Foreign Investment Development Board and Shanghai Overseas Investment Development Board (Invest Shanghai), organized the 8th Bangkok - Shanghai Economic Conference (BSEC) at Radisson Collection Yangtze Shanghai in celebration of the 50th Anniversary of Thailand - China Diplomatic Relations in 2025.

สถานกงสุลใหญ่ฯ จัดการประชุม BSEC เป็นประจำทุกปีตั้งแต่ปี 2561 เพื่อส่งเสริมความเป็นหุ้นส่วนทางเศรษฐกิจที่ใกล้ชิดระหว่างไทยกับนครเซี่ยงไฮ้และเขตเศรษฐกิจสามเหลี่ยมปากแม่น้ำแยงซี (Yangtze River Delta: YRD) โดยในโอกาสการฉลอง 50 ปีความสัมพันธ์ฯ การประชุม BSEC ครั้งที่ 8 ได้ขยายขอบเขตการหารือและยกระดับการเข้าร่วมเพื่อให้มีผลเป็นรูปธรรมยิ่งขึ้น ซึ่งมีผู้เข้าร่วมประมาณ 250 คน รวมถึงผู้แทนระดับสูงจากภาครัฐ ผู้กำหนดนโยบาย ผู้นำทางธุรกิจ นักวิชาการ และผู้แทนสื่อมวลชนจากทั้งสองฝ่าย โดยหัวข้อหลักของการประชุมครั้งนี้มุ่งเสริมสร้างความร่วมมือระหว่างไทยกับ YRD ในด้านอุตสาหกรรมขั้นสูง โดยเฉพาะสาขา AI เซมิคอนดักเตอร์ และยาชีวภาพ ซึ่งเป็น 3 อุตสาหกรรมหลักที่เป็นจุดแข็งของนครเซี่ยงไฮ้และ YRD และสอดคล้องกับความสนใจของไทย

Held annually since 2018, the BSEC promotes Thailand’s closer economic partnership with Shanghai and the Yangtze River Delta (YRD) region as a whole.  On the Golden Jubilee of Thailand - China Friendship, the 8th BSEC expanded its scope and level of engagements to deliver more concrete results, with around 250 participants including high-level officials, policymakers, business leaders, academics and media representatives from both sides.  The theme of this year’s Conference was “Fostering Advanced Manufacturing Cooperation between Thailand and the YRD”, with the focus on AI, semiconductors and biomedicine - the three key future industries that highlight Shanghai and the YRD’s comparative strength and fully match with Thailand’s interests.

ในการกล่าวต้อนรับ นางสาวปฤณัต อภิรัตน์ กงสุลใหญ่ ณ นครเซี่ยงไฮ้ ย้ำถึงการเพิ่มพูนความร่วมมือระหว่างกันในด้านการวิจัยและพัฒนา การลงทุนและการเชื่อมโยงห่วงโซ่อุตสาหกรรม ตลอดจนการขยายเครือข่ายทางธุรกิจ ขณะที่นาย He Dongbin รองอธิบดีคณะกรรมการพาณิชย์นครเซี่ยงไฮ้ ส่งเสริมการเสริมสร้างความเป็นหุ้นส่วนระหว่างผู้มีส่วนได้ส่วนเสียต่าง ๆ และผลักดันความร่วมมือในด้านนวัตกรรม การพัฒนาบุคลากร และการบริหารจัดการความเสี่ยงจากภายนอก

In welcoming remarks, Ms. Prinat Apirat, Consul-General of Thailand in Shanghai, stressed greater Thailand - YRD cooperation in R&D collaboration, investment and industrial integration, and business networking; while Mr. He Dongbin, Deputy Director-General of Shanghai Municipal Commission of Commerce highlighted enhancing cooperation in multistakeholder partnership, innovation and talent cultivation, and external risks management.  

สำหรับการปาฐกถาใน Session 1 ได้รับเกียรติจากศาสตราจารย์ ดร. ศุภชัย ปทุมนากุล ปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม ซึ่งมุ่งส่งเสริมผลประโยชน์ร่วมกันระหว่างไทยกับ YRD ทั้งในเรื่องการวิจัยและพัฒนา ในสาขาที่มีศักยภาพสูง การเพิ่มความเชื่อมโยงระหว่างภาควิชาการกับภาคอุตสาหกรรม ตลอดจนการเสริมสร้างขีดความสามารถของบุคลากร รวมถึงการบรรลุเป้าหมายของไทยในปี ค.ศ. 2030 ที่จะผลิตผู้เชี่ยวชาญด้านเซมิคอนดักเตอร์ 8,000 คน ด้าน EV 150,000 คน และด้าน AI 50,000 คน ทั้งนี้ ผู้แทนระดับสูงอื่น ๆ ที่เข้าร่วมการประชุมฯ ยังมีนาย Chen Jiangfeng รองอธิบดีสำนักงานการต่างประเทศมณฑลเจ้อเจียง และนาง Yang Xiaolin รองอธิบดีสำนักงานการต่างประเทศมณฑลอานฮุย

In the keynote address in Session 1, His Excellency Professor Dr. Supachai Pathumnakul, Permanent Secretary of the Ministry of Higher Education, Science, Research and Innovation of Thailand, recognized Thailand - YRD common interest in high-impact R&D, more linkages between science and industry as well as human resource development especially in helping to realize Thailand’s 2030 goal in producing 8,000 specialists in semiconductors, 150,000 in electric vehicles and 50,000 in AI. Other high-level officers that were in attendance of the Conference included Mr. Chen Jiangfeng, Deputy Director-General of the Foreign Affairs Department of Zhejiang Province, and Ms. Yang Xiaolin, Deputy Director-General of the Foreign Affairs Office of Anhui Province. 

ในช่วง Session 2 เป็นการแลกเปลี่ยนทัศนะระหว่างผู้กำหนดนโยบายและผู้นำทางธุรกิจของทั้งสองฝ่ายในเรื่องการเปลี่ยนผ่านทางอุตสาหกรรม การเพิ่มการใช้ประโยชน์จากเทคโนโลยีดิจิทัล และการขับเคลื่อนอุตสาหกรรมที่เป็นมิตรต่อสิ่งแวดล้อม ซึ่งสอดคล้องกับนโยบาย Thailand 4.0 และการส่งเสริม New Quality Productive Forces ของจีน โดยได้รับเกียรติจากนายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) นางนิอร สุขุม ผู้อำนวยการกองนโยบายอุตสาหกรรมมหภาค สำนักงานเศรษฐกิจอุตสาหกรรม กระทรวงอุตสาหกรรม นาย Cong Sufeng รองประธาน China Council for the Promotion of International Trade (CCPIT) มณฑลเจียงซู และนาย Lin Wei รองประธาน CCPIT มณฑลเจ้อเจียง 

In Session 2, key policymakers and business leaders exchanged views on concrete cooperation in industrial transformation, digitalization and green transition, leveraging on Thailand 4.0 policy and China’s New Quality Productive Forces including in the context of Jiangsu and Zhejiang.  Speakers comprised Mr. Kriengkrai Thiennukul, Chairman of the Federation of Thai Industries (FTI); Ms. Ni-on Sukhum, Director of Macro Industrial Policy Division, Office of Industrial Economics, Ministry of Industry of Thailand; Mr. Cong Sufeng, Vice Chairman of CCPIT Jiangsu; and Mr. Lin Wei, Vice Chairman of CCPIT Zhejiang. 

สำหรับใน Session 3 นางดลพร อัชววรกุล ผู้อำนวยการสำนักงานเศรษฐกิจการลงทุน ณ นครเซี่ยงไฮ้ และนาย Xue Feng ประธาน Invest Shanghai นำเสนอเกี่ยวกับสภาพแวดล้อมในการประกอบธุรกิจ ระบบนิเวศอุตสาหกรรมที่เกี่ยวข้อง และมาตรการส่งเสริมการลงทุนของประเทศไทยและนครเซี่ยงไฮ้ เพื่อเป็นข้อมูลสำหรับนักลงทุนทั้งสองฝ่าย

As for Session 3, Ms. Donlaporn Ajavavarakula, Director of Thailand Board of Investment (BOI) Shanghai Office, and Mr. Xue Feng, President of Invest Shanghai, presented on Thailand and Shanghai’s business environment as well as pertinent industrial ecosystem and investment promotion incentives.

The Conference concluded with Session 4, where representatives from the Thai side and the Chinese side from the aforementioned three key industrial sectors made presentations.  Speakers included Mr. Pranontha Titavunno, Vice Chairman of FTI & Chairman of the Institute of Information and Communication Technology for Industries, FTI; Mr. Zhang Jianzheng, Vice Chairman of Shanghai Municipal AI Association & Chairman and CEO of Shanghai SAGE Intelligent Technology Co., Ltd.; Dr. Wutthinan Jeamsaksiri, Principal Researcher, Thai Microelectronics Center; Mr. Feng Junwei, Vice Director of Department of Industrial Ecosystem, Shanghai Industrial Technology Research Institute; Dr. Natphasuth Phatirasinsiri, Chairman of the Biotech Industry Club, FTI; and Mr. Shen Yaping, Vice President of Jiangsu Hengrui Pharmaceuticals Co.,Ltd.

การประชุม BSEC ครั้งที่ 8 ยังเป็นแพลตฟอร์มสำหรับผู้แทนไทยและจีนในการเสริมสร้างเครือข่ายการทำงานและขยายความร่วมมือด้านเทคโนโลยีและธุรกิจ โดยในการประชุมฯ หน่วยงานที่เกี่ยวข้องได้จัดโต๊ะประชาสัมพันธ์ข้อมูลองค์กร ได้แก่ Invest Shanghai สำนักงานเศรษฐกิจการลงทุน ณ นครเซี่ยงไฮ้ในสังกัด BOI สำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ สำนักงานนวัตกรรมแห่งชาติ ศูนย์ความเป็นเลิศด้านชีววิทยาศาสตร์ รวมถึงธนาคารพาณิชย์ไทยในจีน ประกอบด้วยธนาคารกรุงเทพ ธนาคารกสิกรไทย และธนาคารไทยพาณิชย์

The 8th BSEC provided a platform for Thai and Chinese representatives to network and explore potential technological and business cooperation.  At the event, there was also a display of information tables of Invest Shanghai, BOI Shanghai Office, National Science and Technology Development Agency of Thailand, National Innovation Agency of Thailand, Thailand Center of Excellence for Life Sciences as well as three Thai commercial banks in China, namely, Bangkok Bank, Kasikorn Bank and Siam Commercial Bank. 

อนึ่ง YRD เป็นหุ้นส่วนทางฌศรษฐกิจที่สำคัญของไทยในจีน โดยในปี 2567 การค้าไทย - YRD มีมูลค่า 5.18 หมื่นล้านดอลลาร์สหรัฐ เพิ่มขึ้นร้อยละ 6.1 และคิดเป็นร้อยละ 38.2 ของการค้าไทย - จีน นอกจากนี้ ในปีที่แล้ว จีนขอรับสิทธิส่งเสริมการลงทุนในไทยสูงเป็นอันดับที่ 2 ด้วยมูลค่ารวมประมาณ 5 พันล้านดอลลาร์สหรัฐ ซึ่งกว่าครึ่งหนึ่งเป็นการลงทุนจาก YRD โดยเฉพาะในสาขา EV เครื่องจักรกล ดิจิทัล และอิเล็กทรอนิกส์

The YRD is an important economic partner of Thailand in China.  In 2024, Thailand - YRD trade amounted to USD 51.8 billion, a 6.1% increase year-on-year and accounting for 38.2% of Thailand - China total trade.  Last year, China was the second largest source of Foreign Direct Investment (FDI) applications in Thailand worth around USD 5 billion, where over half of the applications came from the YRD, especially in the EV, machinery, digital and electronics sectors.
