2022年8月18日,泰王国驻上海总领事馆与上海市外国投资促进中心,共同于上海波特曼丽思卡尔顿酒店举办了第五届曼谷 - 上海经济会议(BSEC),主题为“RCEP: 促进经济发展的催化剂,在后疫情时代深化泰国 - 长三角经济伙伴关系”。现场约有70名政府官员、企业高管、学术界和媒体人士参与,超过5300人观看了直播。On 18 August 2022, the Royal Thai Consulate-General in Shanghai, in cooperation with Shanghai Foreign Investment Development Board, organized the 5th Bangkok - Shanghai Economic Conference (BSEC) under the topic “RCEP: A Catalyst in Boosting Economy and Deepening Thailand - YRD Economic Partnership in a Post-COVID-19 Era” at the Portman Ritz-Carlton Hotel, Shanghai. There were around 70 government officials, business executives, academic and media participating on-site, while over 5,300 people joined the live broadcast.
本次会议的主要目的是为了促进泰国与长三角地区的具体经济合作,包括支持疫情后的强劲复苏,并最大程度的利用好区域全面经济伙伴关系(RCEP)来实现这一目标。The main objectives of this Conference were to promote Thailand - Yangtze River Delta (YRD) concrete economic cooperation, including in support of robust recovery from COVID-19, and to maximize the Regional Comprehensive Economic Partnership (RCEP) in contributing to that end. 泰王国驻上海总领事乐达·普玛女士在致辞中强调,RCEP可以加深泰国 - 长三角和泰国 - 中国伙伴关系,通过贸易、电子商务、支持中小微企业、推动人力资源开发和创新领域的投资,包括有序实施生物- 循环- 绿色(BCG)经济模式,这一泰国后疫情时代的复苏战略,同时也是今年泰国担任亚太经合组织轮值主席国期间的关键合作领域。会议还强调了可以通过加强互联互通、增加商业合作并深化多方利益相关者的互利伙伴关系。
In her remarks, Ms. Lada Phumas, Consul-General of Thailand in Shanghai, highlighted that the RCEP could strengthen Thailand - YRD and Thailand - China partnership through trade, e-commerce, support for MSMEs, human capital development and investment in innovation-driven areas, including the Bio-Circular-Green (BCG) Economy which is Thailand’s post-COVID-19 recovery strategy and a key area of cooperation in APEC under Thailand’s chairmanship this year.Recommendations in deepening this mutually-beneficial partnership through enhanced connectivity, increasing business engagements, and fostering a multi-stakeholder partnership were also emphasized. 上海市商务委员会副主任诸旖女士表示,RCEP将增强泰国企业与长三角的信心和联系,尤其是泰国作为东南亚地区的中心,长三角也是中国对外开放的先行者。
For the Chinese side, Ms. Zhu Yi, Deputy Director-General of Shanghai Municipal Commission of Commerce, underscored that the RCEP would boost confidence and enhance linkages between enterprises of Thailand and the YRD, especially as Thailand is a center of Southeast Asia and the YRD is the pioneer in China’s opening up. 上海市外国投资促进中心主任薛锋先生介绍了在区域全面经济伙伴关系框架下支持外商投资上海和长三角的措施。并进一步强调,区域全面经济伙伴关系是一个高度相关的话题,多元化的代表和观点将为本次会议提供更多的贡献。
Mr. Xue Feng, President of Shanghai Foreign Investment Development Board, introduced measures to support foreign investment in Shanghai and the YRD including in the RCEP context. He further stressed that the RCEP was a highly relevant topic and the diverse representation and views to be expressed would provide added contribution to this Conference.
Mr. Chen Jiangfeng, Deputy Director-General of Foreign Affairs Department of Zhejiang, underlined that the RCEP would further promote Thailand - Zhejiang investment cooperation, including at the Thai - Chinese Rayong Industrial Zone in the Eastern Economic Corridor (EEC) of Thailand. 泰国东部经济走廊办公室秘书长Kanit Sangsubhan博士、泰国投资委员会副秘书长Narit Therdsteerasukdi先生和泰国商务部贸易谈判司司长Auramon Supthaweethum女士通过视频就RCEP带来的新经济机会发表致辞,包括泰国东部经济走廊的投资促进政策、对双边贸易的全面支持以及《区域全面经济伙伴关系协定》的落实与中国—东盟自贸区的相互契合。泰国投资委员会上海办事处主任钟宝芬女士进一步阐述了在RCEP框架下投资泰国的经济和商业潜力。
Dr. Kanit Sangsubhan, Secretary-General of the EEC Office of Thailand, Mr. Narit Therdsteerasukdi, Deputy Secretary-General of Thailand Board of Investment (BOI) and Ms. Auramon Supthaweethum, Director-General of Department of Trade Negotiations, Ministry of Commerce of Thailand, were also invited to address the Conference via video messages on emerging economic opportunities arising from the RCEP, where investment promotion policies at the EEC, overall support for inbound and outbound investment as well as the synergy between the implementation of the RCEP and the ASEAN - China FTA were highlighted. In putting policies into practice, there was a panel discussion to share business visions and investment experiences in Thailand and the YRD utilizing the RCEP, with the focus on agro-business, smart farming and electric vehicles. Distinguished panelists included Mr. Qian Jun, Executive President of Finance and Investment of Charoen Pokphand Group in China, Mr. Jiang Feng, Vice President of Hozon New Energy Automobile Co., Ltd., Ms. Adhinand Indrapim, Agriculture Consul at the Thai Consulate-General in Shanghai, and Mr. Mao Qiankun, Chief Marketing Officer of WestMeta, with Ms. Donlaporn Ajavavarakula moderating this session. 第五届曼谷-上海经济会议进一步促进了泰中企业的联系。为此,泰王国驻上海总领事馆发起并推出了“泰国企业展廊”,汇集了与中国和长三角地区有很大合作潜力的泰国公司的信息,将在www.thaibizchina.com上展示。

The 5th BSEC has built on the previous meeting in 2021 in strengthening Thailand’s closer economic partnership with the YRD as a whole and emphasizing more on cooperation on strategic issues and sectors of business.Hence, the 5th BSEC’s focus on agro-business and electric vehicles rightly serves this purpose. Agricultural products have continued to rank among the top exports from Thailand to the YRD and electric vehicles are not only an area of the YRD’s strength but also a targeted industry of Thailand in the implementation of its “30/30” policy in which Thailand aims to produce electric vehicles at least 30% of its total vehicle production by 2030.
