2021年9月23日、24日，泰王国驻上海总领事乐达·普玛女士出席了在上海滴水湖中心皇冠假日酒店举行的促进可持续水产养殖发展的南南合作和三方合作高端圆桌会议。来自25个国家及地区组织的约10名部长级干部在线上参会，并有50多名大使、总领事、经济领事、农业领事等出席了会议。会议与第四届全球水产养殖大会（GCA）同时举行，有来自各个国家、经济体、国际组织近5000人于线上及线下参加了会议。

          On 23 - 24 September 2021, Consul General Lada Phumas of the Royal Thai Consulate in Shanghai attended the South-South and Triangular Cooperation High-Level Roundtable Meeting for Sustainable Aquaculture Development, held at Dishui Lake Center & Crown Plaza Hotel in Shanghai. The Meeting was attended by about 10 participants at Ministerial level online and more than 50 participants at the levels of ambassador, consul general, economic and agricultural affairs consul from over 25 countries/ organizations participating offline. The Meeting was organized in parallel with the 4^th Global Conference on Aquaculture (GCA) Millennium +20, where almost 5,000 people from 120 countries/ economies/ organizations attended both online and offline.

          在南南和三方合作高端圆桌会议上，泰王国农业和合作社部部长Dr. Chalermchai Sri-on阁下代表泰王国政府进行发言。他表示，泰国政府非常感谢本次会议的主办方和协办本次会议的各单位，并提到在泰国作为主办国举行相关会议活动后，全球水产养殖在过去几年取得了较为显著的发展。他还强调了泰国在国际合作中例如在东盟、亚太经合组织、和联合国粮农组织等框架下的作用，这有助于提高水产养殖的可持续性。2022年，泰国将作为亚太经合组织（APEC）主办国，并准备召开海洋和渔业工作组会议以及相关APEC粮食安全的部长级会议。

          At the SSTC High-Level Roundtable Meeting, H.E. Dr. Chalermchai Sri-on, Minister of Agriculture and Cooperatives spoke on behalf of the Royal Thai Government. He expressed the Government’s appreciation for the co-organizers and hosts of the meeting, mentioning also there has been a remarkable progress in global aquaculture from the day Thailand hosted the meeting over the last 11 years. He highlighted Thailand’s roles in international cooperation, which has helped enhance sustainability for aquaculture, such as in the frameworks of ASEAN, APEC and UN FAO. In 2022, Thailand will host the Asia-Pacific Economic Cooperation (APEC) and it is ready to convene the Oceans and Fisheries Working Group (OFWG) Meeting as well as the APEC Food Security Ministerial Meeting.  

          在讨论环节上，乐达·普玛总领事应邀发言。她向大家介绍了泰王国政府提出的“生态-循环-绿色经济模式（BCG）”政策，该模式已被采纳为泰国在后疫情时期国家复苏战略的一部分，其目标是“重建更强大、更好的环境”，实现更加可持续，更加包容的增长。该模式不仅着眼于现阶段，实现2020可持续发展的目标，还旨在促进循环和可持续的进行水产养殖。此外，总领事还强调泰国成为“世界绿色厨房“的决心，并承诺将按照国际标准促进水产养殖生产，规范”从农场到餐桌“的生产供应链。

          During the discussion session, Consul General Lada Phumas was invited to take the floor. She reflected on the Royal Thai Government’s thoughts on the “Bio-Circular-Green Economy Model (BCG Model)”, which has been adopted as a part of Thailand’s post-pandemic national recovery strategy, with the objective to “build back stronger and better” environment towards a more sustainable and inclusive growth. The Model looks beyond the recovery towards achieving the SDGs 2020 and also aims at promoting circular and sustainable aquaculture. In addition, she highlighted on the country’s strong determination to become the “Green Kitchen of the World” and its commitment to promote aquaculture production in compliance with international standards, regulating the production chain “from Farm to Fork”.

          乐达·普玛总领事还与其他与会代表团团长一同拜会了中华人民共和国农业和农村部副部长马有祥阁下、上海市副市长彭沉雷先生及全国人民代表大会农业与农村委员会副主任委员李春生先生。在高端圆桌会议结束时还发起了““促进可持续水产养殖发展的南南合作和三方合作倡议”。

          Consul General Lada Phumas also joined other Heads of Delegations to the meeting/ conference to call on Mr. Ma Yuxiang, Vice Minister of Agriculture and Rural Affairs (MARA) of the People’s Republic of China, Mr. Peng Chenlei, Vice Mayor of Shanghai, and Mr. Li Chun Sheng, Vice Chair of Agriculture and Rural Committee of the National People’s Congress of the PRC. The SSTC High-Level Roundtable Meeting launched the “Initiative on Promoting the South-South and Triangular Cooperation for Sustainable Aquaculture Development” at the end of the Session.

          As for the “Shanghai Declaration on Aquaculture for Food and Sustainable Development”, the GCA Millennium +20 adopted it as the outcome of the Conference. Her Royal Highness Princess Maha Chakri Sirindhorn of the Kingdom of Thailand, FAO Special Ambassador for Zero Hunger, was invited by the UN FAO as the sole guest of honour to deliver remarks.

          2021年9月22日-25日，联合国粮食和农业组织、中华人民共和国农业农村部和亚太区域水产养殖中心网联合举办了第四届全球水产养殖大会，并由中国（上海）自由贸易试验区、临港新片区、上海农业农村委员会、上海海洋大学协办。全球水产养殖大会每十年召开一次，本次为第四次会议，为中华人民共和国首次主办。

          The 4th Global Conference on Aquaculture Millennium +20 on 22 - 25 September 2021 was co-organized by the Food and Agriculture Organization (FAO) of the United Nations, the Ministry of Agriculture and Rural Affairs (MARA) of the People’s Republic of China and the Network of Aquaculture Centres in Asia-Pacific (NACA), and co-hosted by the Ministry of Agriculture and Rural Affairs China (Shanghai) Pilot Free Trade Zone LIN-GANG Special Are Ministration, Shanghai Agricultural and Rural Committee and Shanghai Ocean University. The GCA Millennium +20 has been convened every ten years and this 4th Conference was hosted by the Government of the People’s Republic of China for the first time.
